The UNFCCC, the United Nations Framework Convention on Climate Change is an international agreement that aims at regulating greenhouse gas emissions. It was signed by 197 countries at the 1992 Earth Summit in Rio de Janeiro.

The UNFCCC was born without three fatal flaws. There was no formal rule of procedure. The secretariat was too small. And it didn't facilitate the transfer and use of environmentally friendly technologies. It was, however, the first intergovernmental mechanism to control climate change.
